Hi Peggy,

It appears to be so.  Such is the case of those films from Valparaiso 
that started this discussion.  What you can do is go to the Family 
History Library Catalog and do a Place Search

http://www.familysearch.org/Eng/Library/FHLC/frameset_fhlc.asp

Then select the place out of the list;  in the place details select 
the topic of your interest, for example, Church records.  Then in 
topic details select one of the titles.  Finaly, in the title details 
click the upper right button "View Film Details".  

There you will see all the films that are available for the locality 
of your choice, whether they are in the IGI or not.  Hope this helps!
