Zacatecas was never part of Jalisco.  It was a seperate intendency 
since before Mexican independence and in fact, I believe it was 
actually never even part of Nueva Galicia, but rather was settled 
before Nunez de Guzman conquered what later became Nueva Galicia (which 
comprised the modern states of Jalisco, Nayarit and Sinaloa).  
Nochistlan, the oldest Spanish settlement in Zacatecas dates from 1531.
