The word "partido" has a lot of definitions. The one that applies here
is the following:

12. m. Distrito o territorio de una jurisdicción o administración que
tiene por cabeza un pueblo principal. (From the "Real Academia
Española" http://buscon.rae.es/diccionario/drae.htm)

You have to consider that the entry from "Diccionario Geográfico,
Histórico y Biográfico de los Estados Unidos Mexicanos." is an old one
and does not necessarily reflect current word usage.  Not even the
political divisions of the states and municipalities are guaranteed to
be the same today.  But being an old book and having old records is
what makes this resource valuable.

For the current political division of Zacatecas check the official web
page: http://www.zacatecas.gob.mx/  (Click "Estado" at the top menu
bar and then "Municipios" at the left side links.)  Indeed Jerez is
now an autonomous "Municipio".
