My roots also seem to lead to Panuco, since that is where the original Olagues were from before they came to Jerez and Tepetongo.  I too have met a roadblock and dead end with my father's maternal side.

It was my mother who was born in Zacatecas.  I remember her talking about being born in "Minillas de Jerez" in 1903.  She found out that there were no records for that period when she tried to establish her legal status in the U.S.  (legal resident) .   I believe she had an affidavit from Jerez,  stating that there were no records of her birth in 1903 because they had been destroyed by fire.
 
She died in Lodi, California,  about 25 years ago.  I have tried to find some of her personal papers, like birth certificate, marriage certificate, passport, Green Card, without success.  I asked my brothers and sisters, but nobody seems to know what happened to all of her papers. 
 
Her parents were:  Preciliano Cerros and Apolonia Gonzalez.  I remember hearing my grandfather talking about Pánuco but I was too young to remember what he said about it.  The name stuck to the back of my mind.
 
I am almost ready to start  researching her side of the family.  I am anticipating lots of road blocks and dead ends.
