Esperanza's Teocaltiche ?

I answered you off group about Guanajuato but the same would apply as far as Teocaltiche. You need to find your local family history center and order the films for the 1900 time period and have a look for your Emeteria Romo-Silva. Here is the specific film for births in the time period:

Bautismos 1899-1901 -  FHL INTL Film [ 639015 ]

if you need help finding your local family history center ask. If you need help in how to find the above info for Teocaltiche ask. I'm going to be out of town for a few days so someone else might have to help you if you need help before I get back. Go find your FHC order that film and when it comes in scour it record by record looking for your family. If you find a record for your family make a copy and carefully note the film number on it and the section of the film and page and record number if any of those apply to your particular film you order. Never ever make a copy and not write on it what your source is for the record.

Maternal grandparents:
Alejandro Hernandez DOB: 4-24-1895 or 1896 born in Salamanca, Guanajuato. Married to Carmela Rivas-Ochoa DOB: 7-16-1906 died 1-3-1946, her father Monico Rivas, mother Elisfeo? Ochoa. Carmela Rivas-Ochoa was born to my understanding in Durango, Durango.
 
Paternal grandparents;
Eduardo Medina-Sanchez DOB: 10-14-1900?1901? Married to Emeteria Romo-Silva DOB: 3-3-1900 to my understanding both were born & married in the town of Teocaltiche, Jalisco.
