I went to Sevilla and also went to the Archivo.  You just do not walk in.  You need letters, pictures.....then you will get a card which will allow you in....
I was looking for census records....they were in the Guadalajara Archives.....they can be obtained in Mexico City....I got the 1777 Durango Census from Archivo de las Indias....
