I live just a few blocks from NARA's main building here in Washington 
DC.  If you give me your father's full information I can try and look 
him up when I am down there next.  I still have not found my 
grandfather's border crossing records either and the people at NARA 
are not very helpful... the records and films are not very easily 
useable and the films are horrible quality as well.  It really makes 
me appreciate the FHC and the quality of LDS films, systems, etc.
