Ranchos Support fund Nominations

I'm going to suspend the vote on members for the RSF because there are 
only two people on the list of nominated and willing individuals.
We may need to forgo this project through lack of interest in how to 
effectively distribute the funds once collected unless we can think of a 
different system.
I'm open to suggestions.
