I don't believe your husband is right when he says that
rank insignia is universal. One example: Navy A Captain's insigia is 2
bars, but in Mexico is three bars. U.S. Navy isignia are also different
from the U.S. Air Force.

My husband was in the U. S. Marines, and he said that rank insignia are
universal. He says the man sitting in the chair is a Captain
(capitan). The other man with the blue eyes and a badge on his chest and
insignia on his collar (it looks like an eagle-emblem), is a Major
(mayor?). The rank above major is Lt. Colonel.
