The letter B used in that context "yo el B D Fulano de Tal" means Bachiller. A Bachiller was someone who had received their Bachelor of Arts degree (Baccalaureate), thus a Bachelor (compare: Bachiller/Bachelor). This title of Bachiller, as well as that of Doctor (roughly corresponding to a Ph.D.) could be obtained by anyone, lay and clergy, as long as they attended a Seminary University, and had the money to do so. It certified them as being highly knowledgeable about canon law and Catholic religious procedure.
